I just bought a new GCC about 2 days ago and im having problems with him. He is about 1 year old and he would be so sweet and followed commands like step up at the pet store. Now when i brought him home he runs around the cage so i wont pick him up and when i have the chance to pick him up he wont listen to step up. He also just get scared when i open the cage door and he runs to the back of the cage.

It is NEVER the fault of the Parrot! It is ALWAYS the fault of the Human! When the Human views all interactions from this vantage point, the Human more quickly sees what they are doing wrong and can quickly make changes. You're viewing near everything from the point that it is the Parrots FAULT!

Consider that everything you know, love (or at least like) is suddenly gone and you find yourself in a new place - would you not be fearful? Would you not find it comforting that this new place and people are working to provide you a comfortable place?

It's been 2 days. Way more time and patience. Don't force it, that's a good way to get a bird to really not like you.
It took Loki a year to fully trust me, and at least 6 months for her to step up without trying to take a chunk out of me.

I'd probably keep him in his cage for at least a week and let him get used to that. Start small, then expand his world when he's ready. The last thing you need is for him to spook, flutter off his cage (even birds with clipped wings can still flutter to the ground) and run around the floor terrified.

Bird taming 101 is bribery and soft talking. Start feeding him treats from/near your hands. Spray millet, or sunflower seeds should work. If he won't take it directly from your hands, then just leave it out somewhere in his cage for him to get later. Talk, read, or sing to him. If he's scared by how close you are, back away until you are at a comfortable distance from him. Then repeat the talking. You keep doing these steps until he's more comfortable in your presence and taking food from you. Then you can start trying to get him out of the cage with similar steps.

at the pet store he was at him with his flock.

Now he's been abducted and a big pink thing keeps trying to grab him, almost certainly to eat him. Sounds scary doesn't it?

Step1. NEVER grab them to make them go where you want.

Step2. If he's scared, back off. You'll only make him bite and scream if you keep pushing.

Step 3. Roll things back. Start over, sit next to him, don't look at him and just read a book, or better yet read some of the stickied posts on taming.

Step 4. SLOW! Go at his pace, not yours. He's easily got another 20 something years ahead of him, so a few weeks is nothing.

Get him to a point where he is happy with your hand on the cage and attempt to feed treats through the bars. Once he does it happily work on training to step-up using a stick (handy if others need him to step up) then when he's doing that on his own go to moving your finger close to the end of the stick. Always offer treats when they do good, always be consistent, always end training on a positive note and like others have said IT'S NEVER THE PARROT'S FAULT
