under the chat box click the go advanced button

there you will find an attachment icon in the top bar

looks like a paper clip opens a new window to upload.

I use this Hudisoft - Download.com it shrinks images and free download, also no adware or malware attached.

it's good also for making an avatar sized picture.

I don't endorse it, but I use it.
