Without a picture or video to get a better idea, we're all kind of flying blind here. Its best to provide some more information so that you get the most helpful and accurate information.

I do know that sunnies have a LOT of 'peculiar' and 'odd' behavioral habits. Some can be explained and some are just odd (but not alarming).

Does your sunnie get time out of the cage?

Re: Conure rocking head and intermittent wing flaps

it may be that they are trying to get you to mate with them. My GCC does this, usually when she's really excited like if i haven't seen her in hours and i take her out of her cage. She lowers the front of her body and bobs her head, with little wing flip flaps. I started just ignoring her when she does it so that she doesn't get the idea that I'm a potential mate. other things they might do is rub their butt on your hand or try regurgitating for you. just ignore it and tell them "no thank you" or "sorry, we're just friends" and they tend to move on after a while. it is more difficult if you only have one bird, so keep that in mind if it is the case.

as the others said, it is difficult to be sure without a video but that is the first thing the description made me think of. if your bird is young and just starting to get adult hormones (mine started at about 6 months) it's more likely.

Re: Conure rocking head and intermittent wing flaps

How old is your Sun?

With young (were talking a couple months old) parrots from what you're describing it sounds like normal baby parrot behavior. They often do head-bobbing and random wing flaps, a lot of baby parrots do this as young chicks but grow out if it.

Sounds like it could be hormonal. Mango, now that he's going through puberty/entertaing adulthood at ~2'ish, he bobs his head, bonking his beak on things, and will intermittently flap his wings really fast like that.

Yeah, the Rb does similar things when being manly... roosterly.
Beak-clicking, strutting, wing-lifting, head bobbing...
