Help - Stuck Feather?

Hi, my green cheek just completed 1 year. One month ago I saw one morning lots of the fluffy feathers on the bottom of the cage and that never happened again. But there's this feather in the pic attached that its been like this since them. It is just above the tail and doesn't seem to be growing properly and the skin is a bit red around. Is it something to worry about?

It doesn't seem to be bothering him, he's been active, eating and drinking water normally but sometimes I feel he does take more time preening this area...

I think that is likely his preen gland, and it looks normal to me. The preen gland supplies oils that birds use to groom their feathers, which would be why you see him going there often. Sorry, not a great explanation, but it’s late here :). You could google and compare images to what you see on your little guy.

Or, its a downy feather as they are white and tend to look like a bud when set between the base of larger feathers.
Touch is the test here. If it is solid its more likely a gland. If soft, with little or no structure it likely a downy feather.
