Often when my conure is relaxing he will make these strange sounds. Its not always. Usually if we are around him. Just wondering if this is a normal things for conures to do or if not then what is it? He's been doing this for at least 10 years.

Thats a tough one. I've never heard those sounds before. I know that when Skittles is 'playing' he will make 'purring noises and squeaking noise' in concert with each other, alternating between the two. But he also 'mimicks' my snoring too. His sleep cage is right next to my bed.
