Making parrot pants for Flaco Peabody - any ideas?

All my rescues: Pepita, Rocky and Eva, my Quaker Parrots Clover and Sweet Pea, YNA Willie Buttons, and TAG Coca.
Please don't send me to the vet, we've been there and done that :) (more on his self-mutilation story in Behavioral and General Parrot Health). His collar is only off when I'm supervising him, but even during this supervised time he has bitten himself twice.

Since I was so successful in creating a pain free and comfy parrot collar for my Quaker, I'm now keen on making him a pair of leather pants or britches. I've been studying parrot anatomy and I've come up with ZERO ideas on how to make two tiny leather cones that can be fastened (with Velcro maybe?) to his legs without inhibiting movement.

I bought some thin (soft) leather that is sturdy enough to prevent bleeding when he strikes his leg, but all my attempts to make something wearable have failed. Flaco Peabody is such a patient bird! He lets me fiddle and measure him and patiently wears my 'constructions' without protesting, but everything I make is too big and clumsy. He always looks and walks like a toddler wearing daddy's pants.

Pants, pants, I need parrot pants! There are so many creative and awesome people here that I would like to tap into your collective wisdom. Please shower me with ideas!! :)
