Reverting back to weaning?

I have a 5 month old Goffin. I brought him home roughly a week ago.

The last couple times i've had him in my chest (starting yesterday) he's been acting strange. He fluffs up his feathers, withdraws his head into his body, and tilts it forward so his tail is a bit higher than the rest of him. Then he looks up at me and emits this low pitched squawking squeak type noise. He also follows my hand around with his beak open like he's gonna bite me. When he does get my finger or hand in his beak, he bites harder than i would prefer.

I'd get a video but i have no batteries. ;>_> At first i thought he was mad at me cuz i didn't get to give him as much attention the previous day (we had been at the fair). But he's doing it every time i put him on my lap/chest now. I tried giving him treats, bananas, pasta, but he doesn't want any of it. Is he reverting back to needing to be weaned? That's the only other conclusion i can come up with. I have no experience with baby bird behavior. I had a lovebird who did the same thing, he reverted back to weaning and it ended in disaster, despite being rushed to the vet. I'm gonna go talk to the lady i got him from today.

Does anyone know what it might be? Am i on the right track? I've also never owned a cockatoo or a bird this big before. Is he just being silly? Or is he being aggressive? I have seen him eating in his cage the past couple days. Also what do i do when he tries to bite me? It's not that bad at all, but i know how powerful his beak can be, and i don't want him getting any stronger with it. It's easy to just let a conure or lovebird bite you and not react to it visibly, but with a bird like this he could do some serious damage if i tried the same method.
