Quaker itching around eyes

Lucky, Quaker, abt 18/male?
Previous birds: 2 Quakers, 2 budgies, Nanday conure, Indian ringneck, 2 tiels, Red Lory, 300+ finches.
Yesterday when I got home from work I noticed my 17 yr old female QP had been scratching around both her eyes. The little feathers around each one were disturbed and discolored. I toweled her to look for injury or see if she had just gotten smoothie on her head like she sometimes does, but didn't see anything.

The skin around her eyes was a bit puffy, and she kept trying to rub her face against a particular toy hanging over the cage.

My other QP was completely normal.

We put both birds in the shower, and as Percy dried her feathers went back to normal, and the puffy skin looked better. She also was scratching/rubbing her face hardly at all. This morning her eyes were still improved, but maybe a tiny bit rubbed at. After a warm spray bath she looked even better.

Her behavior is normal, her eyes don't have any discharge, no breathing issues, no nasal discharge. She still eats like a pig and does all her funny dancing and noises, and makes her cage mate gak up food for her.
If she doesn't look ok when I get home tonight, she'll go to the vet, but I'm wondering if anyone has experienced something similar?

After thinking over any possible change in their environment, only 4 things came to mind - she had a cat treat that morning (same kind she has eaten before), she had a sprinkle of parakeet seeds on her veggies (maybe getting stale?), our house is kind of dry from wood heat, but most worrisome is that a raspberry farm 1/2 mile from us was completely coated with some kind of dirty white powder that came from a tanker truck.

I have never seen them use that kind of stuff before, and wondering if it could have carried on the wind and caused irritation to Percy's eyes. We've only had her under a year, and not sure if she has seasonal allergies either.

Oh yeah - she doesn't bathe as much as Lucky, so maybe she's drier skinned in general. Also haven't seen any moulting yet this season.

Huh. Percy is absolutely normal now. No sign that she has been messing with her eyes during the day. No puffiness. Just her usual Quaker self.

Either she got something in her eyes yesterday, or it was something to do with the crop spraying down the road.

Boy am I relieved!

The funny part in all this worry was when I put on a head lamp to get a better look at Percy. I aimed it at both parrots as they sat in their cage doorway, and Lucky, ever the swearing parrot, called me a fu@#er.
