temperature for taking birds outside

So I live in a rather cold climate (a word to the wise; don't live in Northern BC if you don't like cold) but I'd also like to get Pixel an aviator harness so she can go outside with me.

My concern is that, while we have had some very nice spring weather (by our standards anyways) it only hits 15 C (60 F) on a warm day this time of year. In the sun it feels markedly warmer, and I'd only have Pixel out for short periods of time in good weather, but is this just too cold?

I know I may seem impatient, but our summer weather only lasts about three months, and even then you're only looking at an average of 26 C (80 F). I'd like for her to enjoy the sun just it little bit longer than that if possible.

I think it's not cold as well;
I know some breeders that breed in outdoor aviaries in Italy;
I have to admit the birds are very fine even if the temperature go down under 0°C during the winter;
I think the temperture is less dangerous than rain and wind;

Thanks for the second opinions. Though I guess my initial concern is not even the weather... its getting her to wear the harness in the first place! Thus far, she has chewed on it. That's a start, right? :p
