i have a question about wing clpiiping. not how/why to do it. but: does it make the bird completly unable to fly? or just make it fly for like 10-15 feet and then start to lose hieght?

Clipping makes them not able to gain height and it makes them able to land softly, when done correctly. I doesn't make them not able to fly so you still have to get a cage or harness to take the bird outside.
You have to have a professional clip their wings, you cant do it yourself unless your very experienced at doing it.

Birds can fly even with their wings clipped. Ideally you want them to glide to the floor and not gain any height.

That goes back to what cdog said, IF clipped properly they can glide. If wrongly clipped, they drop straight down, no gliding period!
