could anyone recommend a parrot that fits my lifestyle?

I have always wanted a parrot, and now my parents are finally going along with it, and I am on the search for the perfect parrot for my lifestyle.
the things that it needs to fir are
-noise; it has to be quiet, I live in an apartment with very thin walls
- lifespan/price; I would rather not have a bird that requires tons of money to care for each year, I understand that there is no such thing as a cheap parrot. I am 13, so it wouldnt be helpful to have a bird that is going to live until I die. I would prefer one that bonds closely with one person (AKA me) but that isnt aggressive to others.
-cage size; I cant have an entire averie in my house, it needs to be a decently small cage. I would say that any cage 36"L by 18-20"W by 48"H or smaller would be fine.

the only ones i would reccomend if noise is an issue and it seems to be here are a budgie or a cockatiel. Personally I would go with the teil. Get a handfed one and make sure it is tame BEFORE you bring it home. Teils don't tame down easily so the best bet for a good companion is find one that you can handle easily at the pet store or breeder, and don't get a spastic one thinking it will tame down. I know they don't look as impressive as other parrots,but they really are the best. I had a teil in an apartment and never had any complaints. I can hear my other bird outside my house and i could never have him in an apartment unless i had very tolerant neighbors. They aren't very expensive - they are small enough that you can make alot of really cool toys from common craft suppplies without breaking the bank. They aren't very distructive so you don't have to replace perches and such constanly, and if you leave them out of the cage they aren't as likely to tear up something important. They are very personable little birds. Don't let anyone tell you teils aren't parrots. A teil is ever bit a member of the parrot family as a macaw.

You might also consider a parrotlet. They are awesome little birds. They are big birds in a little package.
