Bill 51 Paranoia and Duncan Outside

There is a bill here in Hawaii called Bill 51 that calls for limiting the numbers of birds one can have which will affect rescuers of pet birds, breeders and other hobbyists. You can have up to only nine birds according to the new law that hasn't gone thru yet. . Though I don't have ten birds some people are saying it's more of a noise not a number problem to which I agree and there's already laws on the books for that. Maybe if someone has a link to this bill and all the politics and other crap behind it you can insert it as I'm not very good with links on my iPad.

Anyway, I'm now paranoid of Duncan my red bellied parrot being outside on my lanai, he makes a noise that almost sounds similar to my Jenday/ Sun conure now And he's doing it every 5 seconds!

Should I keep him in the house from now on? I think we both would be a bit sad if I had to do that.

There's also my neighbors, they are a nasty bunch but they let their favorites make all the noise in the world, fighting, drinking, loud music, roosters crowing all night outside our bedroom window so I'm afraid they might complain about Duncan.

I keep my Jenday and Sunday indoors along with my GCC and lovebirds.

Any thoughts? Should I make Duncan stay inside the house?

If you're in accordance with the proposed law I don't see a problem with keeping Duncan outside. However if he's making those loud noises at night I would reconsider keeping him out just out of respect.

This! It's not worth a fight if you think it's going to come to that. If you think he's too noisy just take him out occasionally instead of leaving him out there.

Thank you for your replies! My husband told me I shouldn't worry about it so maybe I shouldn't? I do bring him in nightly, actually every evening at 5: 00 pm he goes in the house for the night and bring him out about 5:30 to 6 am. The neighbors on the side of house he's on are one of the few normal/ sane neighbors That we have and she runs a daycare from her house so I know they wouldn't complain about his noises.

Just the other ones I'm unsure about and they are mega loud themselves, louder than my bird in fact! And definitely more disruptive!

Yeah just don't break the law and you're fine. If you think they're too loud keep em in.

Bill 51. Dont even get me started on this. The county of Honolulu fails to enforce noise ordinances and instead puts the blame on the number of birds certain people have. When the councilwoman who proposed this bill heard a bird owner mention that there are already noise ordinances, she basically said herself they are useless.

WHY HAWAII??? Why in a state where all an animal needs are "food, water, shelter" and where I get lectured about reporting animal neglect and cruelty, why are you pointing the fingers at us who rescue and insisting we are the problem when you wont even enforce noise laws already in place? The wording of the bill puts more restrictions on bird owners than owners of any other kind of pet. I think the animal welfare part needs to be much broader (I mean, come on, all animals deserve to live in clean and safe environments), but the number limit is stupid. 100% of bird rescue on this island is done by private indivuals out of our own pockets. Sorry I can't type more, I'm too busy taking care of the birds. You know, the ones that NEVER BOTHER MY NEIGHBORS.

Nonsensical bill. They certainly don't enforce drunken party noise, fighting noise or rooster noise but they want to do this?? Makes no sense to me!

From NY and I just signed it.

I have read the whole bill multiple times. The Hawaiian Feathered Freinds network is actually the club I am part of and the club who rescued those 12 macaws. Of course, under the bill, the nice couple who fostered and cared for those 12 birds would have been breaking the law.

I really don't get what's the big deal with people owning these birds. Would they rather them be out in the wild where they will end up reproducing and then having a population problem like we do here in NY with cats and dogs? I'd much rather off let people rescue as many as they please than to have a possible population problem.

Ok I'm going to vent a little so vent warning ahead!

Roosters- roosters are allowed here in the city and suburbs and not ALL roosters crow at the break of dawn some crow continuously from 2:00 am until mid afternoon the next day. There is no law barring your neighbor from a rooster that won't Even allow you a good nights sleep! At least most pet birds & parrots are quiet after dark!

Loud music- not enforced, people blare their music continuously for hours and not a thing done about it!

And there's the fighting and loud family Squabbles. Nothing gets done about this either so we just have to listen to it.

Barking dogs- barking all night long continuously, nothing enforced.

Cats fighting all night long, nothing gets done about this either.

How about they start with these noises that ruin the peaceful enjoyment of my home before they move on to the birds? These noises are far more disruptive and stressful than bird noises. If people are so bothered by noises of birds perhaps they should live in a bird less plastic bubble where they would never have to hear another bird again for the rest of their sorry lives!

What an outrage! As you said, why not start with the other more 'common' noise disturbances first! Absolutely ridiculous.

What do the police do when called for a loud party or other noise disruption after hours, or report of domestic violence, etc? Is there no noise curfew in the state or county?

Forgive my ignorance of roosters, but they crow in the middle of the night?! Are they both diurnal AND nocturnal? :52:

I just pulled up an old article from 2002 about roosters crowing from 200 am on in residential areas. Residents complain, roosters owners get a warning and roosters crow again. Nothing much has changed since 2002!

Nothing noise related seems to enforced but now they want to target pet bird owners for some reason, cash grab is what I think this is.

My land lady's roosters don't seem to know what time if day is appropriate... They're 24:7 idiots.

I'm doing more and more research and this is for non-poultry birds. I really don't see how this is going to stop noise disturbances especially when these birds are going to get released by their owners if this bill goes through.

To be perfectly blunt, with this kind of bill you know there is a personal vendetta involved.
