Since what you just said has changed everything.
You might be looking at it the wrong way. You may think the budgies might be the one's giving him the stink eye.
If he doesn't go over to their cage then he is not the aggressor. Budgie can be bullies.

Alternatively, a stainless steel grate combination could be attached, mounted with a safe zone gap between the surfaces.

Mounting hardware and grate should be stainless steel. Not zinc coated.

Consider a "wire grate" search for possibilities.

No, you're not building or creating a hut (nest), it is simply a cover on top of the cage and regardless of what is used, it is just a cover over the wide open sides.

I may have missed something hear, but in a clear cage, a bed sheet over the top would definitely create a nest-like state, as would a low umbrella or shelf. I will read more...sorry if this was an impulsive reply!

A sheet over the top of an otherwise open cage creates a cave. It's not about building a hut, it is about creating a shadowy space, and that is what a covered cage is-- even if just on the top (much like climbing under a table etc)

I am very much against shelf top cages for this reason, and I also cover my eyes with a sheet in the morning to keep the light out- no offense intended to Sailboat (respect you, you are smart etc etc).
