blue IRN male or female?

Hi all I have had my blue RN now for about 4mths and was told by the breeder that he/she was about 12mths old. He also told me that if its a male that he wouldn't get his ring till he was about 18mths old. At the moment there is the faintest of black ring but not very prominent. Its been like this since I got him/her. Should the dark black ring be fully coloured by now.

From my understanding is it can take up to 3 years for the ring to be fully prominent. So even at 18 months is still quite young to sex them.

I have a 9 Month old IRN parakeet and will be getting a Alexandrine Parakeet at the end of November 2013
Male IRN have a black ring, this will start to show at 18 months but can take 2 molts before the ring is fully developed and they reach sexual maturity at 3 years old

Wow that long I think my best bet would be to get it DNA tested before i buy it a mate. Shouldn't really be calling the poor thing an " it " his/her name is "SPARKX"
