squawking? ?

I've had my percy a year in January he was very quiet when we got him then began making some noises that sounded possibly as if he was mimicking a dog barking or a dogs squeaky toy (we are unsure if there was a dog in his last home)
He's still a nervous bird and doesn't like any human contact or people close to him but is getting much more confident we are finding he will make sing song chirps more so when we are out of the room during the day or if the sewing machine is on. But if it's morning and his blanket is still on he will sometimes squall loudly he also does this when I'm sitting in the room with him especially if I am eating or if he hasn't been out the cage. I end up having to tell him to be quiet as he gets so loud. Is this a good sign as though he is trying to communicate or could it be a sign he is not happy?? I don't want to discourage him from making noises and I often talk and sign to him and his chirping is lovely but his loud squalls are extremely loud!! Should I be encouraging him or not??
