Quick run down, Soleil my IRN was MEAN when I brought her home (3yrs in a pet store, 4yrs with an animal hoarder). I thought for sure she was never going to be able to be handled. I'm not new to owning birds but was new to owning an IRN and I really thought I had adopted a birb that would never bond with me. After scanning this forum, private messages from IRN breeders and not being afraid to ask questions, Soleil is slowly coming around 
Sometimes I do push her a bit but for the most part, I've learned to read her body language and understand her desires and she's come to understand that I'm not going to hurt her. Petting is still a no go but at least she will step up for me without tearing the skin from my hands.
She still has what I call a "Goddess complex" and she wants to kill my budgies. They share the room with Soleil (never out of their cage at the same time). Soleil does everything in her power to get a hold of the budgies I will be placing the budgies in a different room to keep them safe. She's already done damage to one budgie leg :/ and with him already being disabled, he doesn't need any other problems.
