9 week Lutino ringneck supposed to look like that?

I've been looking at getting a baby Lutino recently. And found one! She's absolutely gorgeous. But I'm not sure if the patch under her beak is supposed to look like that. I asked the owner and she said that, that's the longest bit for birds to grow. Is this true? Please tell me if you think somethings wrong. And while I'm here, does anyone have any good names for lutino's?

The pic is awfully dark so I can't tell really but yes that section seems to take longer for feathers to grow in so don't be alarmed if the only "problem" is missing feathers under the beak.
