Hello again,
I notice you have lots of breeding and mutation questions... questions about materials/products to 'accelerate breeding', determine mutation outcomes, and house birds and set up cages, etc.
I get the impression that you're either quite young or just very new to birds.
We could advise you better, I think, if...
We could learn a little more about your experience with breeding? Your goals? Do you have an avian veterinarian or experienced breeder/bird-keeper to assist you?

Breeding is an extraordinarily difficult thing to do well. :)

No; it most likely means your bird has either a damaged follicle or liver problems.
