Biting ringneck

A Cockatiel Named Crippi
I got my ringneck as a baby from my uncle. I hand fed and weaned him. he is now 3 months and the bluffing period is over. he is step-up trained. And steps up onto my hand without biting. but after he steps up he begins to bite my thumb or any other part of my body he can grab. When he does bite, I ignore him and put him down. He also bites my ear and my neck when he is on my shoulder. I don't allow him on my shoulder because of that. But when he does bite, I pick him up ( I get a few nasty bites in the process) and put him down. Any suggestions on how to stop him from biting?

I think IRN can go through bluffing for much longer, like a year?

I got my IRN just a few months ago and he is already 5 years old. When he is on my hand and wants to bite, I will rotate my wrist back and forth just enough to cause him imbalance, but not enough to make him grab on though, and I sternly tell him NO biting. I've also brought a somewhat open hand down from above him to capture his beak between my finger and thumb, and repeat the NO biting command.

On my shoulder, I've been lucky he has not really tried to bite, but he will start chewing on my shirt and end up biting through fairly quickly, so I repeat the NO biting command and tug on my shirt sleeve to cause him some movement, and that puts a stop to it for a short while.

I also try to observe body language and other cues to determine if he will be receptive or not to any interaction. If it's not working then I just put him down as he's not in the mood and I'm not going to change that. I've read that IRN's are a bit more difficult and are not as much hands-on.

I'm not a very experienced bird handler and have only had my IRN for a few months, acquired at 5 years old.
