Lost bird??

Giggles - Red Crowned Kakariki
So today we had a lil visitor in the back yard, I noticed when I was out it wasn't really scared of me and managed to feed it a little. Had a blue ring on its leg and seemed quite tame. I don't know who or where in my area (Northern Netherlands-East Groningen) I should report it to with a sighting? I think it was a crow, or of crow family? not sure don't normally see them so close up. A picture on my instragram

Found out who the owner could be. Flies freely and don't need to worry :) They have been alerted the crow has been sighted in my area and is fine
