Quaker Parrot Needs HELP!

Hi All-

I am the kennel manager with a rescue in Quakertown PA, and a parrot was surrendered to us today that was found outside. After a quick Google search I believe this bird is a Quaker Parrot, which as ironic as it is that it's in Quakertown- is illegal in our state.

How do I go about finding it appropriate rescue/placement? I have looked at its band and believe it says: D B/8 (I'm not sure if it's a B or an 8), then SIDEWAYS it reads FL then large number 104. (see attachments)

The bird is fairly friendly (a little stressed as she settles in), certainly needs some TLC, but she does speak a few phrases- she she had to be someone's pet at some point.

I just want to do right by her and get her a legal home.

RIP Gandalf and Big Bird, you are missed.
Welcome Emily, that appears to be a Quaker! You did the right thing morally be accepting but face an ethical dilemma. Quakers are not legal in your state, how will officials react? Will they insist on impounding and euthanizing, or give you discretion to rehome out of state? Seems they are legal in NY, OH, MD, and DE with few or no restrictions. Appears problematic in NJ. https://be.chewy.com/where-can-you-own-a-quaker-parrot/

I can think of "creative" local solutions, but you also must protect your ability to function in local area. Hopefully other members can decipher the band code and offer potential home!

Use the various local web boards to find the owners, as this is most likely a companion parrot that escaped. They don't learn to speak in the wild. And while not 'legal' in PA, where you are located, I really doubt the conservation folks are out there scouring the countryside for those devil birds, quakers.

I keep checking back to see is if Laura has checked! LCRanimalrescue thank you for reaching out. Laura a member of this forum could be the owner- she has a similar bird who went missing, she does not live in a state where they are illegal to own.

This is one of those laws that merits careful breaking.

We have gazillions of them in the wild here in South Florida, so how is keeping one as a pet...removing it from the breeding population...a bad thing? And this one, which is clearly an escaped pet?

I’ve never seen any blue ones here, though.

Guys it is extremely unlikely that Laura's Neptune flew from Fla to Pa.

Is there a way to track the band number to the breeder to find the owners?
Unfortunately, chances are extremely slim. There is no standardization to the numbering system, so it's difficult to track. Basically, the numbers mean something to the breeder, but not much else. A somewhat common convention at one point was first letters having something to do with the breeder, possibly initials, second group (in the US) the state, ie. Florida (FL) and the last part being something about the bird like clutch/bird number. Again, arbitrary, and something the particular breeder came up with.

I did a fairly exhaustive search with my first Ekkie. I got as far as him coming from PetSmart, who kept no records of which store they were sold from, and zero info on where they sourced their birds. At the time, they were known for buying from horrible bird farms, so likely, my poor guy had a miserable start in life. I was lucky to find as much info as I did. Many, if not most, people do not get that far.
