Balcony cage placement

Im trying to find somewhere more visually entertaining to put my lovebird’s cage. He is only in his cage when Im not home other than that hes with me or on his playstand next to me. But since i am a college student i do spend part of the day out. I currently have him in the den of my apartment, but it has no windows. He does have lots of toys but I still scares me that he might get bored and start developing some bad habits. I wanted to place him somewhere more visually entertaining because I feel like it might help keep his mind occupied. I wanted to maybe place his cage on my balcony right outside my room. I live in Miami and so the weather is pretty great all the time. My balcony never gets hit by direct sunlight and is protected from the rain. However, my concern is the location of my building. I live in a highrise in a very busy area. There is a constant flow of cars, sirens, barkng dogs and sometimes music playing in the balcony of other apartments. I worry these noises might stress him out. So i was wondering if anyone has experience with keeping their lovebird in a noisy area.
