Am I doing things right?

So i have this orange fronted parekeet, and i would like for him to not scream so much and to let me touch him.So i investigated and this is what i've been doing:

For the screaming i go out of the room as soon as he starts making a lot of noise, come back after 10 seconds of silence and greet him.So my questions for this are, how much time will it take for him to stop making so much racket?, and, should i tell him that i'll come back when i go out of the room?

And for gaining trust i started feeding him fruit with the bars of the cage between us, and after two days he starded screaming nonstop, pushing me to feed him like that, even though theres also fruit in his plate.So i started feeding him with my hand INSIDE the cage, he accepts it, but he will still push me to do it, and something else that concerns me is that, he accepts food from my hand but if i put my hand near him with out food he will try to bite me.

Hello, welcome.
I think before correcting the bird's behavior you have to understand why is he doing something. So the question is what is the reason for his screaming?
Also can you give us some more info, such as how old is he, is he handfed or not, what size is his cage, ect.
