Welcomed to the forum. Congratulations on your new cockatiel.

It is frustrating, when new birds are fearful. It does take time, and a week isn't that long for him.
What's your birds name?

Having a large cage, placed were he can see stuff and be part of everything, but the back of the cage against a wall, helps. Plenty of perches if different sizes. And place perches on the sides and top of the outside of the cage. Do you can open the door and he can climb out and have a place to hang out.

Keep talking , singing, whistle to him. Put a chair next to the cage and spend an hour reading out loud to him, your texts, a book..

Offer lots of different veggie, and leafy stuff, maybe done apple, or fresh corn on the cob. I offer veggies in a large wide dish on the bottom of the cage, they do better if they see everything spread out.

Always talk to him and tell him what you are doing. Like say hello " name" everytime you come to the cage, tell him when you are change ezte or food or cleanings. He will like the predictability, of knowing what's going on. Always great him when you get up, always tell him when you are leaving.

Set up a small treat dish, and put the tiny amount of millit spray in it, then sit buy him and talk. He will soon associate you with good treats, eventually he will take them by hand. You can try popcorn, safflower seeds, or sunflower seeds as a treat, put one in the treat dish everytime you come to say hi.

Others will give you good advice. You will get there.

Welcome to you and Ceaser! Cockatiels make great companions but he may have not been well socialized. There are many techniques to help earn trust and bond: http://www.parrotforums.com/general-parrot-information/49144-tips-bonding-building-trust.html

Ceaser may need some time before feeling comfortable and eating well. Millet is usually a favorite, but there are lots of other foods he may learn to like: http://www.parrotforums.com/parrot-...7-converting-parrots-healthier-diet-tips.html

Not unusual for a bird to take at least one month to recognize you as his best friend and companion for life. Please try some of the advice given so far and let us know how you and Ceaser are doing!

Pet store charge more and offer way to small cages. Can you check out Amazon? They have big cages for 100-150

This is a good article covers normal all the way down to bite and s team behavior.

This one is great to. Talks about how to reduce stress in parrots. Covers lots of stuff. The part on clicker training, I shape behavior, but don't use clickers, just my voice saying good bird, works the same.

I think they call it that , the big box like cages on wheels, like 32 long, 20- 24 deep, and 53-63 high. Such great size cages.

Sounds like a stretching behavior! Birds will do that while content, sometimes stretching a single wing while standing on one leg. I'd say that is a good sign, a nervous or anxious bird wouldn't likely do that.

Agree with above, it can also be a hello, birds do this as a greeting, they will also do a shoulder shrug, were they lift both wings a bit, as a way of saying hi.
