What a beautiful baby budgie! She's young and apparently was hand-raised, so she will be a fantastic pet. Whatever you decide to name her (she is a girl by the way) congratulations!

I thought the cere changed when they matured and you can't tell their gender for 6 months?

Not really that important in the scheme of things IMO. The sooner you decide and use that name, the easier and quicker the bird is likely to take to it.
