Give him back to the breeder to finish weaning him. That's the only option I see here.

PLEASE demand the breeder take the bird back to finish weaning him OR contact an avian specialized vet ASAP. This baby may be close to death and needs an experienced hand feeder to take over or an experienced avian vet to advise further. Either way, the baby needs to be in the hands of someone who knows what they're doing. You are not qualified and clearly not able to provide the care this baby needs at this moment (through no fault of your own, this is 100% the fault of the irresponsible breeder who sold you an unweaned baby. Baby parrots are extremely difficult to feed and care for).

Have you tried feeding sprouted seeds and vegetables as well?

Are you keeping an eye on weight?
