Would this be safe to use?

I don't know how large each interlocking link is. I would think as long as your baby can't get his stuck in there, they should work out great. :)

I have them for my macaw, he loves ripping them down and apart. I've used them as foot toys and hanging chains on his play stand. I also use them to suspend other toys rather than using metal.

Presently have six Greenwing Macaw (17 yo), Red Fronted Macaw (12 yo), Red Lored Amazon (17 y.o.), Lilac Crowned Amazon (about 43 y.o.) and a Congo African Grey (11 y.o.)
Panama Amazon (1 Y.O.)
I've been using those, or similar products, for over a dozen years now... they work great for hanging toys on my homemade PVC playstands.

Now, granted, my large macaws can, and occasionally do, bite these things in half. and knock the toys to the floor, but they generally work well.

None of my guys has ever gotten a toe caught in them. (That would be those pear shaped quick links!)

Cody-Blu, female Blue-Crowned Conure, Hatched - (approx) June 1, 2014, in a South Florida tree.

Pritti (Cherry-Head Conure) -- Fly in Peace my beautiful boy. Forever I'll love you.
Me too. I use them for all kinds of things for Pritti and his cages/play areas. No problems, and they are easy to clean. Also, they are so easy to change around that you can make new shapes, chains, etc out of them when he gets bored. Can even make it hang like a swing or perch, etc.
