Exclamation Senegal Parrot Molt Q's

Hey everyone! Hope all is well.

I just had a few questions regarding my Rhaegal.
He was born April 26th 2019, and as of a 2-3 weeks ago he's been losing a good amount of down feathers and small green feathers.

Is it time for his molt? He'll be 9 months later this month.
Also, the first vet I went to hacked up his flight feathers pretty distastefully and I was wondering when those would return,
