Unfortunately breeder codes are not registered in any central registry, so finding that info could be impossible. The sideways letters sometimes represent states. If there is a year listed on the band that will be the year it hatched. As to the gender, there is no way to just look at the bird and tell. The easiest way to tell is to do a DNA test (the only other option is surgery, unless your bird actually lays eggs, which would be a problem). DNA tests can be done for around $20, I use AvianBioTech, and all it takes is a clipped nail to get a little blood on a card, or a few plucked feathers.
