I don't know, could be a blue-capped pionus but the beak is usually more orange-y. I thought maybe conure but the blue capped ones have a different looking beak again. Mealy amazons seem bigger than that and usually don't have an entirely blue head, just blue top of their head. So, the short answer, I don't know!
