I think it's a lory or lorikeet of some type. Maybe you could google those and look at pictures. Or someone here might know for sure.

It looks like a Edwards Lorikeet to me. But, the colors aren't very visible in the pic and its too blurry.

2 Budgies, 3 Cockatiels, 6 GCC'S, 2 Crimson Bellie Conures, 9 Sun Conures, 2 Major Mitchells, 12 Eclectus parrots of various ages, 2 BF Amazons, 2 Hahn's Macaw's, 1 Red Tail Black Too
It is a Rainbow Lorikeet but which sub-species i don't know. There are 21 sub-species. They all have a variation in color & size. Although it very well could be one of the color mutations as well.
