I've bought a used cage and want to clean it up and paint it satin black so it looks more tidy. However I am concerned about the safety of pain on a cage where birds will be chewing, I think it came powder coated from the factory but is there a safe spray paint?

"Dixie"LSC2, and "Nico" Scarlet Macaw.
I would say absolutely no cause parrot will chew on them!
I know of no paint that you could spray on that wouldn't begin to peel in a short time or that would be safe for a bird to chew on. When I was in my early twenties many many moons ago I worked in a factory that powder coated car parts, it is a very detailed process.
