I currently have two Moluccans and the city I live in is chlorinating our water supply. Is it safe for my fids to drink or should I buy bottled water for them?

All city water that is safe for humans has chlorine in it. In fact, nearly all bottled water does as well. Your birds will be fine as long as it is safe for human consumption :)

RIP Gandalf and Big Bird, you are missed.
Another option is to obtain a reverse osmosis filter for your tap water. There are many units to choose from, from a simple adapter that bypasses the tap to an under-sink system. All will require periodic filter(s) replacements that can be costly.

The chlorine will evaporate out of the water if left in a container for a few hours. Keeping a pitcher of water in the fridge for drinking will do the same thing, the chlorine evaporates out.
