Bird Band Help

I Have been searching for day now, and am getting no where with figuring out this bird's hatch date. Its a closed banded, and coded with California (I attached a picture i made but if it doesn't work I described it below) but no where can I find the breeders info, or if those last 3 number mean its birth year. Please help if you can, thanks!
*correction... the last set of numbers is 2874

BIH would be the breeder code .... California.... and bird 287.... To get the hatchdate you could try finding out who that code belongs to then calling to ask.... the date or year is not on this band....

Yea I have been trying to find the breeder code with absolutely no luck, which is why I reached out here. This band in unlike the many i have seen, and the 'directory' pages I found to search banding come up with no results.
