my cockatiel gets scared out of the cage

hey i bought a new cockatiel from animal city in tennesse 14 weeks old (wingsclipped) and hand fed an 1 week ago i let stay in its cage for a week to get used to it and when i take it out the cage it jumps off my hand and shakes a lot and stays in a corner also sometimes when i putt my finger in front of it and tell it to step up it doesnt do it only sometimes it does it and yes it is hand fed and was tamed since the day it was born

You have a very young bird only recently weaned and he or she has only been with you for one week. It may be that your baby cockatiel is very fearful of everything new. The shaking in the corner could be a sign of illness, it would be wise to take the little one for an exam by an avian vet. Is your bird eating enough and does the poop look normal? All birds have their own unique personalities, some arrive at a new home and the adjustment is almost instant, for others it's more difficult.

As far as stepping up and obeying commands, I think you are expecting too much, too soon. A hand fed bird doesn't automatically guarantee the bird has been trained, training is up to you. Even if the breeder trained the baby to step up, that doesn't mean he or she will step up for you. Have patience and work on bonding, give your new bird time and attention and a chance to build trust.
