Is this harness too small for him?

That is plenty big enough. The head loop on the aviator isn't very big compared to their head, which is why it can take a while for birds to become comfortable with it being put on and especially taken off. I suggest watching the DVD that should have come with your harness because it offers step by step instructions on how to introduce and train your bird to accept and wear the harness.

If you had a head loop that was too big, it wouldn't be a proper fit and would pose either an escape risk or an entanglement danger to your bird.

That head loop looks too big in fact, and the Aviator Harness website recommends the X-Small for Indian Ringnecks. The head loop should fit snug and not look much bigger than the head.

The Aviator Harness size chart recommends the "Small" for Indian ringnecks, so I got that one, but it looks to me like it will be a tighter squeeze over his head than I expected. Or is this how much wider than his head the head part is supposed to be?

Having a couple of those harness, the head loop should fit snug that how they are, you have to get you bird use to the harness and go by the size chart and weight to make sure you got the correct one. The DVD show you how to harness train your bird.
