I have two Java finches, wondering if I can use their droppings as fertilizer for my indoor plants (pigmyweed)? If yes, how I can prepare and use it?

Currently I have none, but I have the capacity to adopt a minimum and maximum of two budgies - preferably a bonded pair or two males.

I don't see why you can't use it! Only worry may be you may get some millet growing along with your indoor plants.

Umbrella Cockatoo- 15? years old..I think?
Inside- probably; although there may be some risk to your health if there isn't proper soil quality to break down the bacteria etc.

Outside, I would not, as captive birds can transmit asymptomatic disease to wild birds and vice-versa, especially in certain parts of the world.
