I donā€™t have an RV and I donā€™t have a quaker but I do wonder about the combination.

Some states donā€™t allow quaker ownership like Ca.
So if you were RV-ing with a quaker would you be able to go there?

I would call the authorities in CA, explaining that you are visiting and have your Q.P. in tow. That and keep Birdy in the R.V. during normal business hours. Keep your driver's license handy, too. Might want to read up on your 4thAmendment, U.S. Constitutional rights. Come prepared!

Thankfully many states recognize these quaker bans are outdated ... Hopefully laws will change.
My understanding ( limited, not the gospel) is you can travel through the state with your pet.

RIP Gandalf and Big Bird, you are missed.
I would image transiting through quaker-ban states would be safely accomplished based on extensive documentation: RV license plate, personal ID, proof of a travel itinerary, ie credit card receipts of fuel/food purchases along the way, etc.

And, as standard, proof of ownership of a non-CITES Parrot: Medical Records and/or proof of purchase. Remember that some Eastern States have 'limited' bans on Human travel. If we are talking about a CITES regulated Parrot, documentation is required to cross-state lines, but rarely enforced deep within the USA. States with international boarders and any State with a Port of Entry can demand documentation.
