when a parrot molts the new feather pushes out the old one.. so if he has no feathers or is not full of pin feathers it is not a molt.. He is plucking. The pluck for several reasons he could be happy...

You can visually sex a Cockatiel google it..it is one of the few that you can tell by looking at most of the time.

If you get 2 they will more than likely bond with each other and not you. If you want to be able to hold it and work with it I would just get 1. Clip his wings that way...
