Desperate Situation

Hi everyone,

i am having mega emergency and I need all the info I can get.
My former roommate got an African Grey from a "pet baazar" in İstanbul 4 years ago. The bird he got came without a ring on his feet, they gave him a ring separately. They also gave him a paper with a number that doesn't match the ring's number.
The roommate did not pay much attention to the parrot and the bird got close to me and after we stopped living together the bird came with me.
Now I need to go back to my country and he has no ring on his foot and the paper is no valid. My country is requiring something called CITES permit.
So I went back to that bazaar and that shop doesn't exist anymore. I managed to buy new ring and the matching paper from another shop.
Now my questions are:
Can I put the ring on him so he wouldn't be confiscated at the airport of my country? If yes, please give me all the advice how can I do it?
What is CITES permit and how can I get it? Is it connected to his veterinary certificate and ring?
Please if you have any idea how I can legally bring him to my country give me alll the advice cause I am desperate and I don't want my bird to be taken away from me. Please don't judge me cause this bird was not bought by me, I literally became close to it cause other people neglected it and now he is part of me. Thank you

CITES's is an international agreement, which controls the movement of protected and endangered (in this case) Parrots. It requires that near all to all Parrots that are moving between Countries to have detailed documentation that defines its life from hatch to its dead and everything between.

It really helps to understand, which Country you are currently in and, which Country you are going too as there are differences in export /import requirements under CITES depending on that information.

It is possible, but it will require an effort and time. If you are really short on time, it could be difficult to make happen quickly.

Does you Country have Certified Avian Vet(s)?

If no avian vets, maybe a zoo or wildlife facility of some kind could give you some guidance...

I am taking him from Turkey to Serbia. Serbia is requiring CITES for bringing him in. I think both countries have those vets.

Maybe in Belgrade, but the likelihood of finding such a specialist in smaller cities and towns is unlikely. The same is likely true in Turkey.

Under CITES EU, Africa Greys are rated as endangered and fall under the strictest controls regarding export /imports. As a general statement, Western Europe has several Bird Flu Hot Spots and they are very strict regarding moving Birds.

If either of the Countries involved in this move had or currently have Bird Flu Hot Spots, you will need to have a Certified Avian Vet (CAV), certify the health of your Parrot and will need to monitor your Parrot for 30 to as many as 60 days prior to the move. Even if there has never been Hot Spots, the involvement of a CAV will be a must!

Proof of ownership and the documents need to prove its age (hatch date) and ownership records. No easy task based on your stated history.

Goal, determine if Turkey has CAV(s) and contact the one closest to you for details on export /import requirements. That will provide you the medical side and may also help in obtaining some of the documentation. The CAV may also provide you sources for government paperwork and like government sources in Serbia.

The type of transportation will also come into play as travel by aircraft will be far more difficult than by train. Either way, having paperwork will be needed.
