Moving on to quickly

I don't know wether I have moved to quickly before fully training my conure to step up, seeing as I have let him run about my room and that, he sometimes climbs up my arm to my shoulder and will refuse to step up, unless shown I have a treat in my hand, he also flies away from the training session sometimes when trying to train for a 15 min session

He refuses to get off my shoulder too ? He's clipped but he still seems able to fly and whenever I try put him in the cage he runs up my arm and onto my shoulder

Can he be trusted to be there? If not you will have to block his progress, drop your arm?

Work on those treats as inducements to do the things you want him to do. With trust it does make it easier.

Not really I don't think so! And I've tried dropping my arm but it's like his target is to get on my shoulder no matter what
