Had cockatiels for 6 months now still not willing to step up

Hi, so during about February I went petco to originally buy some toys for my friends dogs birthday but then I saw these 2 gorgeous cockatiels living in an itsy bitsy cage with a dowel perch and a bowl full of seeds, so I had to save them and I found out that I was actually their fourth home because they were claimed "untamable" but I didn't believe that, so I managed to convince my parents to buy them they are in an A&E flight cage and yes they share a cage, but they are siblings and are fully bonded to each other and I do have 4 food bowls 2 for each and lots of enrichment and I have never forced them to do anything I usually just sit by the cage read to them give them treats and buy now when I put my hands in the cage they will come to me because they know that it means treat time is here but as soon as I try to get them to step up even using a perch just no luck, so I am really lost and discouraged but I don't want to give up if anyone has any tips for me I would really appreciate that.

Why should they step-up? After all they have each other and everything is just fine as is, yes?

What you are experiencing is one of the results of having two Parrots. They have made the choice that each are great company, who needs more?

As always, "Only good things happen when Humans are around."

If there is a 'treat' that is a premium, you become the supplier of said treat! One of the methods is to place the treat on the back of your hand and place your hand just inside the cage door. They may chose to stay alway, if so, set the treat just inside the cage door and remove your hand. With time, they will become accustom to your hand bringing the treat and will be waiting for the arrival of the treat, not long they will be on your hand taking the treat...

I know I did read about that having to parrots might result in them bonding to each other rather than you but the thing is that they are very calm with me and has never bitten me or anything. Although I forgot to say there was one small improvement I was able to stroke kiwi's feet without her walking away or hissing which is a first and I tried it again today, and she let me gently stroke her again!!! But mango still hisses as soon as my hand goes anywhere near his feet or any part of his body.
