B&G rescue still plucking

Chico - 13YO male Blue and Gold rescue
Chico's feathers will start growing in well and then he'll get upset over something or another and decide to pluck half of them out again. :(

He likes to especially pluck down a particularly moderate sized blood feather on his back as well as a few yellows on his chest.


it seems to happen most often when he's in the cage for an extended amount of time despite having a good amount of toys. maybe more destructible toys are needed?
 
He may never stop plucking. Frustrating but there really isn't a way to fix every single bird that has a plucking problem.

Does he actually play with toys? Does playing music help?
 
BB would over preen when I got him. I tied some untreated Sisal Rope to area's in his cage. He now preens those and I tied a few knots in the rope so added bonus he unties the knots. Keeps him very busy during the day when I work. Along with the other toys. But the main reason I did it was the over preening.
