Baby conure, one eye not open

A friend of mine (she has no computer) recently obtained a baby green cheek approx. 3-4 weeks old. She is experienced at raising and hand feeding hatchlings, and this one is doing well, except one eye has not yet opened. The other has been open for some time now. My friend has never experienced this issue before.

Is this something to be concerned about, if so, any recommendations?

I hope someone with experience can help. I would think he just might be the youngest on or last to hatch. Maybe a late bloomer.

Second eye has now opened. Just took a few days of patience. Thanks to all who responded.
