Barbering because of clipped wings?

So Apollos wings are still clipped. Lately, I have been noticing that he's been barbering them. I think he really wants to fly, and is frustrated that he can't fly well. Apparently, he has realized that his clipped wings are the issue. I don't want him to keep this habit when his new flight feathers grow in, and I don't want him to start plucking or barbering worse. What to do?

Im sorry i cant help woth the barbering issue
But maybe try to make his muscles stronger?
Clipped birds can still fly pretty well if they have strong muscles
Just make him recall and make the distance wider slowly
Start with a step up
Then a small hop
A big hop where he atleast has to flutter once
And on and on
Also try making him climb a stick thats vertical
Just plop him down a perch and slowly make it more vertical and offer a millet spray at the top to incourge him to climb it
He will have to use his wings a bit to get up to the top

He does a LOT of recall, and I encourage him to fly whenever he can.

I think it just makes him more frustrated, because he sees the other birds flying many feet, but he can only fly a foot and a half.
