Back in the day ( 45+ years ago

) my first "parrot" was a little blue budgie mom got for me for my birthday. He was still a little baby and very young.
I didn't know didly about taming/training and the only info was from books ( no interweb back then).
So every day after school,I'd do what you are doing..I sat by his house and talked quietly and softly to him. I THINK I waited a couple days for him to settle down ( too long ago,can't really recall) and then I'd put just my hand inside his house while talking to him. He would go run and hide in a corner.
Now I'd do this just for 10 or 15 minutes at a time,but I'd do this several times a day,from when I got home until it was bed time.
I think it only took about a week,before I was able to press my finger up to his chest and get him to step up.
After a couple days of him stepping up while he was still in his house,I slowly pulled him out of his house whie he was still on my finger.
After that,there was no problems with Wally,and he ended up going to anyone and stepping up for anyone.
Wally turned out to be the darndest,sweetest,funniest,sweetest little guy!
Even after all these years he is still thought about.
Give your budgie time to settle in ( sounds like he has already)and go at HIS pace..you will be amazed how these "mini" parrots can be.
