The training works , pretty quickly, if you stay with it for a couple of days. This is for attention screaming not flock calling or "i'm excited". It sounds like the 'bad guy" has the big part. In reality it's how well the "good guy" rewards the right behavior. It's natural for them to get "loud" if they want something. Figure out a "code word", for "come here" and respond to it. Just keep the interactions short. Usually they'll figure out "if i want it, i can have it" and they don't "want" as bad. Sort of like " they only want what they can't have". I'm not a behaviorist, and i'm sure that's as clear as mud.
