It looks to me like scaly mites, a type of mite that burrows under and eats the scales of the leg. I believe it is usually treated with ivermectin which you would need to get from a vet to ensure that it is the proper dosage. Budgies are tiny and too much medicine would hurt them. While it won’t solve the problem, rubbing a little plain petroleum jelly on the feet and legs can help with the discomfort from the mite damage. Mites often occur in birds who are unhealthy or are living in dirty environments, so make sure that your bird is eating a healthy diet and that their cage, perches, toys etc are all kept clean. Mites can also passed to other birds ( but not humans) so if there are other birds with or near this one, they would need to be treated as well. Hope your little bird is feeling better soon ❤️

So if i just use the petroleum jelly, the mite problem will be solved? Or I have to use the ivermectin?

You MUST get the budgie treated with Ivermectin to get rid of mites. Petroleum jelly helps dry skin NOT mites. IF you don't have access to an avian vet, any VT that treats exotics (small animals in addition to dogs and cats) can prescribe Ivermectin for mites in birds. Please don't try to treat him yourself. Ivermectin is toxic if not dosed correctly. Your budgie looks like it has mites, not just dry skin. He's suffering so please get him treated. It takes a couple weeks for the mites to look like they're improving so be patient- the treatment is very effective.
