Budgie not flying

I got 2 new Budgies 1 day ago and during the day they won't fly around at all and only sit at the bottom of the cage. During the night, they will not fly, but start climbing the cage bars using their beaks and hands and will try to sleep like that. Is this normal behavior for a new Budgie?

The first day, and if so fearful, yes. Mine perched but didn't move the first day. , but after that they should perch. Make sure you have a dish of seed and one of water on bottom of the cage so they can get go it easy.
