Cockatiel likes to spend time with my budgies and sad? if alone with me.

Oh, well if you keep them together, it makes sense that they would bond. If you have a flock, you need to 'let go' in a way, and let them maintain their friendships while taming them, even if they're less tame as a result. I would suggest training the 'tiel in the same room as the budgies, with the budgies in a cage. I have to do this with my flock, but it's a super simple fix.
